Subsequent to a planning study conducted by the Burnaby Art Gallery Association and the City of Burnaby, in 1998 the management of the Burnaby Art Gallery was assumed by the Cultural Services Division. The Visual Arts Advisory Committee (VAAC) was established, including a Commission representative and eight citizens appointed by the Parks, Recreation and Culture Commission, to provide community input to visual arts services and gallery programs. The VAAC provided advisory support for exhibitions, programs, services and special events, helped enhance public awareness and aided in fundraising. Over the past nine years the VAAC has provided an “arm’s length” role in aiding the Visual Arts Coordinator/ Curator in the business of the gallery and City-wide visual arts services.
VAAC and its terms of reference were altered in 2007. The following is the current terms of reference for the new Burnaby Art Gallery Advisory Committee (BAGAC).

Burnaby Art Gallery Advisory Committee (BAGAC)
1. Purpose
As an appointed body of volunteers acting at arm’s length, the Burnaby Art Gallery Advisory Committee (BAGAC) assists in the development of the art gallery with respect to programming and collection services.
2. Duties
- To provide support in enhancing public awareness of the Burnaby Art Gallery.
- To provide direction and assistance in securing corporate and private donations and/or sponsorships for gallery programs.
- To provide direction and assistance in the delivery of fund raising events.
- To assist in matters related to the City of Burnaby Permanent Art Collection.
3. Structure
- Appointed by, and accountable to the management of the Burnaby Art Gallery, the Burnaby Art Gallery Advisory Committee (BADAC) consists of seven (7) voting members.
- One voting member is a Parks, Recreation and Culture Commissioner, appointed annually for a one-year term, renewable up to six times continuously for the same member.
- Four voting members represent the business community with an interest in fostering the visual arts. This includes, but is not limited to: business owners, tourism professionals, dealers and collectors.
- One voting member is a professional practicing artist.
- One voting member is a professional educator.
- Terms are for two years. Members may apply for renewals of up to two, two year terms. Service may be interrupted but total no more than four years per member.
- Members are selected by the gallery management team through public responses to notices in regional newspapers and on the gallery website calling for expressions of interest. Appointments are made on an annual basis based on the calendar year.
- A chair, who shall not be a Commission member, is selected by the members for a one year term. A member may be elected chair for a maximum of two (2) years.
- Advisory Committee member resignations must be in writing. Vacancies will be filled at the discretion of the art gallery management team. Terms of those members replacing vacancies will expire at the due date of the original member.
- The gallery management team may remove a member for cause upon receipt of a report from the Burnaby Art Gallery Advisory Committee recommending so.
- Any member missing three (3) consecutive meetings of the committee without reasonable cause will be required to resign.
- Quorum shall consist of three (4) members. Simple majority constitutes approval of motions.
- The Burnaby Art Gallery Advisory Committee will meet a minimum of six (6) times per annum.
4. Service Delivery
- The Burnaby Art Gallery Director/Curator serves as secretary to the Burnaby Art Gallery Advisory Committee and is responsible for management, budgeting, and personnel, reporting to the Cultural Services Management team (Arts Services Manager and Assistant Director – Cultural Services).
- In consultation with the Burnaby Art Gallery Advisory Committee the Director/Curator is responsible for gallery and collections development.
